influence economy

is there anyway i can influence the economoy of a nations colonies? like id like to see a british or dutch colony have churces, colleges and other such buildings. or will they grow over time?

i think they should get bigger and become town and large town over time
but this will take very long time so the best way is to capture the colony and develop it by yourself

Or have the Starting state of the colonies be "town" when you start a new game.
