Solved Installing build 14 beta 4

So install both then do I create a file to keep .exe and .tar in?

Install the game itself first.

Then put mod EXE and TAR next to each other in the same folder.
Run the EXE and that should take care of things.

This is what I got right now. How do you get the .EXE into the folder, just copy and paste it?

Nope didn't work, this is what it looks like now though.

Remove that (1) part from the TAR filename.

Never mind. That worked I think. Thank you for bearing with me, that was probably ridiculous/redundant.
