Is there really a need to add personal and ship skills on the officer?

I would say yes, but only to match them up with your skills. Many skill descriptions claim that you need to have an officer in the appropriate position with matching skills to get the bonus.

I don't think so. They seem to start with the attributes their job needs, but I give them new ones anyway. I don't tend to go through officers pretty fast for some reason, so that influences my answer some :\
