I've got a BIG problem

I was playing around with the buildsettings.h, to set the noumber of encounters in towns. I minimized the probablity that there will be any encounters (not just bandit, any encounters), and everytime i went into a town 5-6 assassins attacked me. All the generated citizens attacked me, everyone who got a weapon. Then somehow i managed to stop this, then it was rare to meet with someone that attacks me. Then i started to do tradeing quests, and i had to go to cayman (i use the update for the new islands!) and as soon as i arrived i became horror of high seas, but i was neutral all the time before. And again, everyone attacks me, and can't sell the stuff that i transferring. I use all the post build updates, the new islands update, and the ammo mod.
