This is actually discipline training for police dogs. They've been told "Sit", so that's what they're doing. If one of them stands up without being told, they all get sprayed by a hose, which is why the ground is wet - this is kitten number 14 and the dogs have finally learned. (After kitten number 9, they were mostly getting the hang of it, and if one dog stood up to go after the kitten, the other dogs would jump on him.)

See, I think its actually discipline training for the kitten. If he can walk through that puddle without hesitation then he will be ready for promotion. The German Shepherds are there for moral support.
