Need Help Kill the beggars

Did anyone do this quest by killing them and do they spawn in every city or some specific ones?
When i kill them all will i get Lost Ship City questline?

Killing the bums will not complete this quest. You are to talk to 3 or 4different bums in any city, after talking to the 3rd or 4th
you are lead to the Top Bum in a random city, in which after doing a few missions, for him you can access the Coas through a storm west of Havana. I suggest you read Skodarap's walkthrough for this quest, pretty helpful as this quest is very hard.
