Not if you have started as a commissioned officer. You're already bound to the service of the navy!

If you're not getting the chance to buy a letter of marque while playing something other than a commissioned officer then there's a problem...

i don't think i started out as that. i'm playing "the brave black flag" storyline so i shouldn't be in any navy

Which modpack version are you on? And please upload a savegame where you are in front of the governor you want to join.

The first time you talk to a governor, often they don't give the "full" options. But the second time they do.
