Solved Letter of Marque

Cutting straight to the chase, I got a letter of marque from a governor from England and went to go "activate" it at Jamaica. Problem is, once I did that, the governor told me I was working too closely with the Brother Hood of the Coast.

I am unsure what to do at this point, I am *praying* this wasn't affected by my 2 missions of the Blue Bird and the Sea Wolf.

I heard that the "Henry Morgan quest" cannot be started before doing a national quest; but from my records, I have completed the only one I ever did with him that being the Sea Wolf quest.

Any ideas? Should I pillage the enemies of England to get my rank up higher? Or am I screwed?

(also I did upgrade a few of my ships at Bermuda, idk if that changes anything)
