I know that ye can look for a Letter of Marque in build 12 mod. That can be done at every nation, but can that also be done at the pirate captain in Quebadras Costillas?

Hoisting makes you neutral (-30). Joining up gives you rel 0, i.e. friend (LOM /relation/, even if you don't actually get promoted).

I beleive it makes pirates neutral towards you, so they don't attack. But you CAN attack them if the plunder is too tempting. <img src="http://www.piratesahoy.com/forum/style_emoticons/<#EMO_DIR#>/smile2.gif" style="vertical-align:middle" emoid=")" border="0" alt="smile2.gif" />

Just as you can attack any other nation's ships, and the nation should remain allied with you, well, provided there are no surviviors to the rest of the nation.
