By the meaning of low profile they mean act like everyone else go about in the normal manner. Don't look like your not ment to be there, you can't activate anything that makes you look any different. What i would say is either enter the city at night or do as i do any purchase a trade licence from the dude in the tavern. You'll find him in any of the pirate settlements. With that licence you can simply do things without any threats just keep a close eye on the validation of that said licence because they only have a usage of a set amount of day's.
