Modding possibility?

Is there a mod or is it even possible to make the world map something like Port Royale, where it tells you how many and what kind of ships are sailing by you? I would really like to be able to pick my targets instead of randomly running into enemies. Is it possible to have ships run trade routes instead of just random patterns in the water?
