Need Help Moneylender interest and Settlement tax

Good morning guys, I was wondering if I can increase the moneylender loan interest for more challenge. Dose it depend on the player's reputation or rank? Also, when I capture a city for myself, the tax I get is different for each city (regardless the governor's skill). Does it depend on Fortvalue or something else? I checked the Colonies_init.c file and it seems like that. Anyways, please tell me anything you know about this.
