My water texture is wrong

I tried reinstalling and all but i still get this bad texture for the water it's not realistic, my friend has the goodlooking one. where you can see the drops and everything, and it isnt just flat water. How do iget the high quality water? MY GFX card is ati radeon 9800 pro

i encountered this once...

in a different game, it had something to do with pixel shading...

but in this case, it might, but i dont know though...

Hmm. Looks like POTC isn't detecting the PS and VS capabilities of your card.
That's not terribly helpful either I'm afraid.
