How Do I enable buying navy ships???

You can also just reuse your previous questions thread, just to prevent cluttering the forum with lots of separate threads.

Anyway, you can buy navy ships if you've got the required rank with the relevant navy.
If you don't like this limitation, you can disable it with the "Realistic Ship Purchase" toggle in Options>Advanced Options.
