Always I go outside of the inquisition the guards just kill him of one shot, what can I do? if he dies then the questline will be broken.
UPDATE!
I just finished it. I will give you and advice for those who cant complete this quest yet. Raid the city before going into the inquisition. That way when you have to take Rock to your ship you wont have any spanish guards trying to kill him. Just raid the city, go to the inquisition, talk to rock, kill the guards, talk to him again and you are free!.
