Neutral nation attacks

Exactly what it says in the title. My nation (England) is neutral with France. My personal reputation with France is neutral. I haven't attacked any French ships or anything. Yet, I can't enter a French town's harbour without being fired on. If I enter by land, I am accosted by French soldiers. They shouldn't be hostile, so what gives? I am not flying a jolly roger or any other nation's flag but my own.

Have you checked the interface for nation relations to ensure you are correct? Are French relations with the Dutch Neutral or Allied? Are you hostile to the Dutch? Did you accidentally hit one of your own nations ships or did you not complete a trade mission or escort mission for the French? In both of these cases you will go hostile to those nations.

What version of the game are you playing?

Turns out I need a trading license to not get fired on. Though I don't know where to renew them outside of a diplomat for an insanely high price. Everyone fires on me with only a negative Holland reputation. It's imposable to go into towns to complete quests. even pirate quests.... when everyone just kills entering through the jungle gates too.

Was you flying a flag to a nation that was hostile to them at the time of their attacks?

Nope, I would be flying a English flag for the whole game and have a trading license with England. Go in and out of English ports (allied with France.) Then lose my English trading license, and get fired on the next time I go to an English port. To note the whole time this happens all french ports would shoot me. Their ships won't outright go after me, but the guards in towns will.
