No more missions from governor

I can't get any more missions from the governor, I completed 14 missions for the british gov and now i can't get any more. when I switch to another nation still no quests. Is this a bug or a feature? (haven't completed the main quest yet). Are there any other quest then bring me to this Island or pick up someone at that island? I'm about to customize my sail with a "Taxi" sign <img src="style_emoticons/<#EMO_DIR#>/icon_wink.gif" style="vertical-align:middle" emoid="" border="0" alt="icon_wink.gif" />

Those are the only kind of missions I have seen too. I hear people say things like "You can only claim a city for a nation if the nation assigned that quest to you", but I don't think they even do that. This game really could have used 6 more months of production.

you can but have to do alot of the taxi missions. the governor started asking me to sink ships at captain so it does change up some
