open the patch files (.ptc)

How to open and modify the files ".ptc"? Is it possible?

Opening them and moving points around is possible with the character tool (see threads: "Tool for ..." and "Can we make new locations?"). I'm currently working on a feature to make new .ptc files from scratch.

How the character go up and go down like the ground?
Is it the characther pacth which make that?

In the tool, is it possible to move the point of the character patch in Y axis?

<b>zozogh</b>, yes, to make the character go up and down you need to edit the y coordinates in the patch. But no, you can't do that with the tool yet. Have some patience, I do understand the patches now and I'm working on an enhancement for the tool to edit them.
If you can tell me precisely what you want to do maybe I can put something in that will help you.
Pretty easy would be to do it like I did for the locators: you doubleclick them and a window opens where you can edit the coordinates (including y). But I don't think that would be a good solution for points: who would want to edit hundereds of points that way ?
Maybe I should make the whole patch exportable so you can edit it in a modeler. What do you think ?
Another solution would be to edit the patch in the 3D window of the tool - but I must admit I haven't managed to get DirectX 3D picking to work yet.
