Solved Perk Multiplier not working

Just downloaded and installed 9/27. I have the perk multiplier set to 0 but when I check my abilities the multiplier is on.

Are you really sure about that?
I just tried that on an old savegame that @Talisman posted and the number of points required for each perk were all 1 after I loaded the game.
