plugins?

I used to play morrowinds. There were thousands of module plugins, from clothes to quest. Are there any plugins or sites where they could be found?
I saw the topic for "build 13." What all does this contain? Is it just a super patch for all the bugs I here so much about?

No plugins. And this is the main site for any serious modding being done for PotC. The build mod is a compilation of the mods that have been developed over the years for the game, all made to work with each other and regularly updated. With the build mod, sailing is more realistic, you can loot enemies, new locations are added, lots of new and reskinned ships have been added and lots more.

The same basic thing is being done for Age of Pirates. But neither game was originally meant to be modded. Just lots of folks have torn into the guts and figured out how to add and change things on their own or with the assistance of other modders within the community.
