There are programs to create new vessels?

Create new ships from scratch? In 3D you mean? Or take an existing ship and modify it? Or retexture a ship?

You can use Maya with the plugin to make your own ships from scratch, but nobody here knows how to.
You can use, for example, 3D Studio MAX to make ship as well in combination with Inez Dias' Tool, but this doesn't give perfect results.
Then for modifying ship models, you'll need Inez Dias' Tool.
TX Converter and HEX Editor are required for retexturing ships.
GM Viewer is used for viewing ship models.

I recently downloaded 3D Studio Max ... But I can not use it asks me .. registration is mandatory perform?
