Question on Modding

I'm starting my own mod but don't know where to start. What programs will i need for modding? Additionally, are there any tutorials that can help me out? I saw a link on the homepage but it says the tutorial no longer exists. I want to create new characters and dialogs. Any help will be greatly appreciated.

I want to make a more realistic economy. I'm thinking of adding more merchants and vendors, credit, more store locations/businesses (i.e. food markets, lumber yards, jewelry markets, black markets), stocks, banks, interest rates, and the option of taking loans from banks rather than the shady loan sharks. I also really liked the way I get ramdomly attacked in cities with the build 13 mod and want to add on to that by increasing the chances of being attacked if you never pay back the loan sharks (sorta always looking over your shoulder). I don't know how much of this is actually possible but would still like to give it a try.
 
I wish you lot of succes in modding this! We really do have some huge problem with economy in PotC. I can't wait to see your changes...

I can help you a little for the loanshark thing, I had written some code on the loss of reputation you get by not paying back an usurer on time. Some of this code could be used for what you have in mind.

Indeed that sounds like a very good idea.
A good place to start would be to set up import/export/contraband products for all towns in Alpha 8.
Right now most new towns just have a copied import/export/contraband from another islands.
Would be much better if it were all different. And historically accurate as well, if possible.
Code-wise this wouldn't be all that hard at all. <img src="style_emoticons/<#EMO_DIR#>/no.gif" style="vertical-align:middle" emoid=":no" border="0" alt="no.gif" />
