Not a Bug Random_Captain_Sit has smuggling things

Confirmed as not a bug.
Seems you can just donate some contraband to the captain. It only checks if you don't have an active contraband quest because else you need to deliver it to the smugglers ofcourse.
A true "It's not a bug, it's a feature" case then! Well, at least now we know for sure.
