does anyone know the numbers you need for the different ranks when working for a nation ?

They can probably be calculated. Somehow.
But not quite easily.

so does capturing/sinking enemy shipping increase your numbers towards new ranks or just the quests for the gov's ?

It does. You should see an on-screen message of the number of points you gain for each ship you deal with.
Also capturing towns and giving them to your served nation works quite quickly.

yes i'ce seen the little pop-up messages in the corner but my rep with the nation doesn't seem to be moving. or are they seperate things ?

If you see the "points" messages, the number in F2>Nations Relations should change too.
