-Changes the rate at which crew skills deteriorate. All crewman categories(sailors,gunners,soldiers) will stay skilled longer.
-Your crew will now gain skill, although slowly, when practice firing the guns out of battle.(1/15 rate) approx.
-Your gunners will now have a slightly higher xp gain for hits in battle.
