How can I make all enemy nations except pirates like me?

If you mean making them "not hostile" you can make a "donation" (that's bribe them) through a man in the pirates island tavern.
If you mean more friendly, not just "not hostile", I guess throguh donation to the churches. But you have to have churches build for this (obviously). And because of the poor AI and lack of story most games are finished before even a single shurch is build (that's mean your country or you personally own all the colonies)

that depends who are you working for if you work for the french and they are at pease with spanish and you were nuteral with the spanish before than the spanish will like you more but if the french are at war with them then they will hate you no matter what was your relations with them before
