ModDB might not have the current installer, and there have certainly been updates since last August! The best place to get the current installer plus the latest update is here:

How do I make my save file compatible with this version of the game?

Which version have you been playing until now? If it's the January 2022 version without updates, edit "PROGRAM\globals.c", go down to the bottom, and change this line:

#define IS_SGV                    14.943

... to 14.999

I reinstalled the game cause I set up an SSD and I used the links in the post you've provided. Had to edit some things like I did the last time I installed it. Put the save file in the new SAVE folder and configured the game so it doesn't black-screen when I alt-tab. Tested out the save file and the game works like seven charms!
