How do you make a bigger city, in Sea Dogs? I was using the FIRST Sea Dogs Forum WAY back then, I can tell you this, EVERYONE said, “You cannot make a city larger…” I thought so, UNTIL I had a BAD stroke, I could not talk, walk, read even write, because of that I was board most of the time. Couldn’t do NOTHING, so, I (once again) thinking, here, in my mind, HOW could I make Highrock BIGGER?!? You can do this; it is so SIMPLE, TOO SIMPLE! Because it is SO simple, people did not ever think about it, till now.
First off, open the file called engine.ini & change the file that normally says CORE_MODULE core to CORE_MODULE tools_launcher Now go to properties and click on Read-only. Now, when you open the game you can see the character editor, etc… That does not work 100% but it is definitely needed.
Now, changing the file City_HighRock.loc Here is the normal City_HighRock.loc right here,

Use a program called item_maker, here is where you can find it, http://www.highnotez.com/hosemerc/sdfiles.htm Now open the file called islands_x.idf Go to the part that says, “Item” then use “clon” on the Highrock column. Now, change the part you copied (twice), here is how,

Now, you also need a new type of .cff It is real simple. To get a new, special type of .cff start with a
New Text Document.txt Okay, change it, New Text Document becomes 000001 txt becomes cff Now, put that in the Bethesda Softworks/SeaDogs/MODELS/CHARACTERS Use Item_maker, open the file called anim_types.idf Go to Item/clon for the first column and the last column. NOW, the last column that you copied, keep the copied one but delete the original. Now go to the second to last one, change it to this, 000001.cff 12 priest1.idf Okay, go to “Character editor,” look at the 3D model, look to see the 000001.cff it IS there, sort of, … Make a new character, Name; Highrock, Inner City 3D model 000001.cff. Put it on Highrock, NOT “Highrock, Inner City,” NOT “back to the outskirts of Highrock,” JUST put it on Highrock! Now, when you go to Highrock you did not go through the wooden door, you went to the BIG GOLD door, go to the wooden door, THAT is where the new “character” is. You cannot see it; however you need now to give it dialog. (YES, you can do it even though it is invisible.) Use the program SDEditor, give it dialog. Here is what it needs to say,

Now that should be “simple.” Also, if you used the Sea Dogs mod and you have the fencing school mod it is also SO easy to have a Military Training Ground and prison (I am using that for a new quest, the prison) but MOST of the Military Training Ground, its “old hat” basically, if you read this! When I am done, there will be 3 much larger cities, Highrock, Granda Avilia and Belflor. Anyone want to help?
