I used to be a member of ellaybe island, I loved hoseheads patch for Seadogs. My damn computer wont let me access it. Any help would be appreciated. I am thinking about putting my computer in the microwave for disobeying me.

Sir, I don't think it's the fault of your computer, I cannot access Ellaybe Island either. Most likely it's because the website address "thelib.com" appears to have been taken over by some other company.

Nevertheless, I think there are some ways to download Hosehead's Sea Dogs mods through links in this guide posted on the Sea Dogs game community hub on Steam:
