I don't seem to be Abel to find anything bigger than a corvette in the shipyards, Do you have to be at a high level to buy the the bigger ships { I'm at level 39 }

I have exactly the same problem.
 
I seemed to encounter that problem less as I captured and sold higher and higher classed ships. I don't know why that would affect the appearance of high-class ships in the shipyards, but it did.

Come to think of it I did start getting the battleships to buy after I sold two or three.
 
Well I do know that there seem to be a couple of things that affect ships showing up at shipyards.

The first is stealing plans for a new ship design. If you turn them in, then that ship seems to start appearing at that particular yard.

Then there is when you capture and sell off ships. It seems like the yard you sell the ships to takes a lesson from the ships you sell and 'learns' how to build these new ship types.

Now this is all conjecture based on what I've been noticing happen in the game as I play.

I would love to have confirmation from others.

There are also those "steal the plans for a new ship" quests

Well darn. Now if only I remembered where it was that I sold that MOW....
 
I did the steal the ship pland for the guy in port royal only to have him tell me they were the wrong plans and he wouldn't pay me
 
I thought that the ships available are set by your rank, same as items in shops/stands. I seriously doubt that shipyards "learn" from ships you sell them - perhaps what you see and the ships that you sold them (they keep them in stock).
 
if you save before you speak to the vendors you can get different results by reloading and talking to them over and over, i believe your rank raises the chances of higher tier ships/items showing up, but they can show up at any time and in either case are fairly rare, you just need to keep reloading till your tier 1 and 2 ships start showing up.
 
Ships sold generally only stay in stock a few days, then they vanish. But usually after you've sold a type of ship somewhere, it seems to have a higher likelihood of actually showing up as a new ship for sale of that type.

It may or may not have anything to do with a learning process, but that is how it SEEMS to work.

hmm u guys sure about this? i make a living in capturing class one ships around Jamaica for some reason i get only less than 10% minus of its original price when i sell them so i make atleast 300k to 400k per man o war <img src="style_emoticons/<#EMO_DIR#>/smile.gif" style="vertical-align:middle" emoid=":)" border="0" alt="smile.gif" /> and the only highest ship i saw them sell is a frigate i think its the ship from the plans i stole from Havana ^^
