Skills question

Hi <img src="style_emoticons/<#EMO_DIR#>/smile.gif" style="vertical-align:middle" emoid="" border="0" alt="smile.gif" /> Every single skill of mine is decreasing!!! For example: Navigation 50% (-39) 56 and so on... Why is that so?
