Fixed Smuggling: Eleuthera has Smuggling Goods when it shouldn't

This should fix the bugs.
Just tried the Smuggling on Eleuthera.
The Smuggler's Agent dialog and the quest book give "error" for the beach name
But please test.

Tried the smuggling on Eleuthera - without using the "safe time" so as to get the coast guard ships.
3 coast guard ships were spawned ( fleut - frigate - sloop ) against my sloop -- managed to sail out of the bay quickly without to much damage
It will be interesting to see what happens if players have 3 large ships & the coastguard have the same - bit of a tight squeeze.
The feedback from other players when it is publicly released will be interesting.
