Need Help Storm Engine (2.5) Source

I've heard that the source code for the Storm Engine has been released open source. Is this true? If so, where can I find a repository? I'm after the version 2.5 source specifically.

Does that mean that all the mod work that went into POTC New Horizons was done simply by modifying the game assets? Because if so, that's quite a feat!! ...and quite unfortunate that the developers chose to make it harder to modify and create derivatives of their work...

PotC had the "PROGRAM" folder open for editing, which allows a lot to be changed without touching the engine source code itself.
Several other games in the series have that folder unlocked too, but not all of them.
I do think there is a version of AoP/SD:CT that also has it unlocked.
