Need Help Tello Basadre missing (Johan Elting)

1st step of the 'The Alliance' quest.
I am supposed to meet up with Tello in Marigot, but even >>at night<< he's not in this "Study"-interior of the townhall.
I can acces the townhall, Governor's chair is empty, but Tellos is as well. The only person in the backroom is this Henry-looking hobo whith whom i can interact like random house owners.

Tello Basadre does not live in the town hall, he lives in a house nearby.

When I did the Assassin storyline I had to refer to that quite a lot!

wow this is so mean..
the questboock makes it sound like he'd live in the townhall's back room
why even make townhall accessable at night?
li'll add that to my 'problem' list
