The Spanish Inquisitor's quest

I'm in Panama and everyone tells me they don't know where the NPC I need to find for the Grand Inquisitor's quest, that they were here and said they'd return but never did and that was a while ago. My log book simply says I must scour the town and surrounding area. I've been everywhere, and talked to everyone.
