Too bad we can't mod Naval Action

Heh; you make it sound like Assassin's Creed: Black Flag.

Allowing modding doesn't make a lot of sense to me for multi-player games though.
Preventing cheating would quickly become near-impossible...

I was thinking more along the lines of using the base game as a launching platform for a single player/modded version. A pipe-dream, I know.
