Currently the two un-removable upgrades are removed on berthing (laying up only). If these are to be truly un-removable this should not happen.
This is flagged here as a reminder for future improvement.
It either means storing the attributes and associated improved stats OR for a slightly less accurate approach store the attributes and recall the install routines after re-launching the ship (which means a different set of modifiers would result but within the range for the upgrade).
