I refused Davy Jones's offer but i have no idea what i should be doing now? The walkthrough yielded nothing in a pointer on where to go or what to do next The quest book helps me in no way either.
 
If you have refused Davy Jones' offer to raise your ship - then you have left the storyline ( quest ) . :yes

There are several other points in the story where you can refuse a task - these are points where if you are bored with the story you can leave it and go and do something else instead.

There is no way back to the story once you have left it. :no

So you will have to go back to a save before you refused Davy Jones' offer - and this time accept it - if you want to continue with the quest.
