When I get to choose new personal perks?

Topic says it all - I've got a few choices (is it linked to certain level increases?) already but compared to ship perks its still insanely slow.
What are the requirements for getting new personal perks?
 
If you have a high talent value, then you learn those perks faster.
I have talent 10 and need 30 skill points to get 1 perk. Talent 9 needs 31 skills and so on.

The skills are on the right side of the character screen and contain authority, weapons, navigation, trade etc.
If you raise those skills by trading, fighting, sailing, boarding etc. then you can earn those perks.
You can click on personal and ship perks to see how much experience is needed to earn a new point.
When the game says:
0/30
Then you need to earn 30 skill points in order to be awarded with a new perk.

Note: You won't be able to learn all the ship perks even with talent 10 so it would be best to hire a cannoneer and a navigator. The cannoneer should learn all the cannon perks and the navigator should master the navigation perks.
 
But it does not matter who of the crew has it?
I mean the specialist or the captain?
E.g. if I hire a 100 gunner, I am 60 but have all the gunnery perks myself already the cannoneer does not need all of them for it to work, too?

Also, I don't understand that 0/30 system or whatever you call it.
Example:
My Peter Blood is level 15.
Medium weapon skill is 30, next exp for medium weapon says 142/149.
Heavy weapon skill is 14, next exp for heavy weapon says 9/96.
That means what exactly?

Yeah it doesn´t matter. Your cannoneer doesn´t need those perks as far as I now when you already got them...in this case he just upraises the the gunnery skill about 40...

That means that when you gain another 7 skillpoints in medium weapon skill (using medium weapons of course) your Medium weapon skill will be 31 and next exp for medium weapons will be 0/xxx
