Need Help Where can I upgrade my ship for "FLUSH"?

It says that only available in Pirate Shipyards, but I can't find any pirate shipyards. Please can you tell me where is the pirate shipyards? Possibly, is there a way to modify some code to make this upgrade available to all shipyards? I tried to modify the PROGRAM\INTERFACE\Shipyard.c, but failed.

Nevis Pirate Settlement for sure. Depending on the time period, Grand Turk as well.

Hmmn..did not know Grand Turks has the flush upgrade. Nice to know!

Any pirate shipyard. Turks belongs to the pirates. In some time periods, that is.
