Why so few gameplay mods?

So I've noticed that, for all the talk and expectations, almost all mods for SMP are directed at changing the visuals (governor's daughters, flags, main character, etc...) But there are almost no mods that affect actual gameplay. No extended life mods and whatnot. With most games, such mods seem a dime-a-dozen, but not in this case.

I don't know much about generating mods, so can one of you gurus explain to me, in captain-dummy-talk, why such mods seem to be so hard to come by?

I think it had something to do with how Pirates! was packed, I think it was rather tight not allowing you to much around with it.

The total opposite of POTC which bared almost all to see

Indeed, Pirates! offers virtually nothing for the user to mod, despite the half-promises etc. that abounded before the release.
