Fixed Smuggling: Quest Does Not Give Chance to Wait

I wasn't suggesting that. I was suggesting only leaving the "sleeping in room for 5 gold" options.
If you don't want to do that, you use the alternate in-tavern options.

I mean move the code to tavern.c.
Although the exits probably could get moved indeed...

I removed the gold requirement already when I included it in my game a few days ago.
Admittedly not perfect, but at least it matches with the (lack of) price for waiting 12 and 24 hours.
