    UPDATE. I changed the condition above to 0.5 and attacked the Santiago fort. I destroyed every cannon I could reach and the fort surrendered. Why did I have to destroy every cannon I could reach instead of half of them? Probably because Santiago is guarded by two forts. However, further...

    You're right. I've been able to capture several officers since my original post. :onya2 Here's a possibly-related issue. Captured officers cannot be ransomed. They can be dueled, murdered, or released at a port of their nation, but cannot be ransomed for money. Why not?

    No, that did not work. When I sail into the wind, my ship still drifts backwards instead of moving forwards. (I even started a new game.) And, that doesn't address the other two larger problems: can't SailTo if 'too close", and can't fast travel to shops not yet visited.
