Need Help Access Denied

Okay I know this might not be the right section for this but when I try to activate Cheats in the Programs/InternalSettings.h when I try to save it a message pops up saying ACCESS DENIED, But I can change other things in other gamefolders so, is it the game folder, or my Laptop?

Do you have the game installed in Program Files? If so, reinstall it to a different folder elsewhere and that should solve the problem.

Okay I moved the game folder to my Documents and it Worked!!!! but now when I play with cheats i cant fast travel or use the sail to menus. Any suggestions??...

Are you playing in realistic or arcade mode. In realistic mode those things do not work until you visit those locations one time.
