Can I actually "build" buildings within the buildmod of POTC?

Does anybody know if one can actually "build" or upgrade buildings within the buildmod of Pirates of the Caribbean?
I'll appreciate any kind of answer, thanks in advance.

Yes. What kind of buildings do you want to build? One can go off into the jungle and order the officers to build something right there as long as materials are there.
Or buildings can be built and added to the game world. On the outskirts of some cities are unfinished buildings that one can walk through.
