Need Help Changing max ships available in shipyards?

I saw a side note on the shipyard ships sold that said if you change this to 0 all ships will be available in shipyards but it doesn't show every ship available it only shows maybe 8-10 ships is there a way to increase this so that it really does show all ships? or is it capped

That refers to it being possible for all ship types to show up in the shipyards. It does not mean that they will. It depends more on the size of the colony and how rich it is. Havana is more likely to have more and larger ships than a small colony like Charlestown.
Are the shipyards capped? I do not know where that might be in the code.
