I believe I solved my problem. It was the unlimited loot toggle at the bottom of internalsettings.

This feature was added because people had been saying they'd get too much money,
so Hook figured he'd force the player to switch to "divide the plunder" mode then,
which is more challenging at that point.
As Marbatico says, you can turn it off at the bottom of PROGRAM\InternalSettings.h.
