There IS no Blackbeard storyline. There's just the pretty extensive quest that Jack Rackham is working on. It's not about Blackbeard; he just has a role in there somewhere.
To start with the WoodesRogers quest is a Storyline. Maybe later it could be added as a sidequest to the mainquest (as it was once upon a time).
Part two (if ever...) is meant to have more Blackbeard related stuff with characters like Bonnet etc etc.
