Problem Selling Ships

I have a major issue here, namely that the shipyards (any shipyard) will not let me sell ships. The "sell" button will depress when clicked on, but nothing else will happen. Am I missing something like a required level in a certain skill, an ability, etc?

The first thing I do in a shipyard is scroll through the available ships looking for something to buy. If I don't scroll the ships back to the start, then I am not able to sell a ship. That might be your problem.
