Need Help st augustin locked in COAS in GOF:ERA mod

I need help plz, I entered COAS and I am going to meed Chad Capper, but I find st.augustin is locked, I can't continue the quest. I am playing in GOFRA mod, any ways to fix it?

thank you, I have tried it and I find that I can't finish the registration in that website. When I click the activate link, the page is not found.
